Microsoft Azure databases supported by ArcGIS Enterprise Cloud Builder
The following versions of Microsoft Azure database service offerings are supported when you create a deployment with ArcGIS Enterprise Cloud Builder for Microsoft Azure 12.1:
Microsoft Azure Database for PostgreSQL Flexible Server—Version 14, 15, or 16
Microsoft Azure SQL Database and Microsoft Azure SQL Managed Instance—Version 12
Changes Microsoft Azure has made for SQL Managed Instance may prevent deployment using ArcGIS Enterprise Cloud Builder for Microsoft Azure. If you experience issues, use the Microsoft Azure portal to create the instance.

Requirements and limitations
ArcGIS connections to Microsoft Azure must originate from machines in Microsoft Azure, and connections should originate from machines in the same Azure region.
Software required to connect to Microsoft Azure SQL Database
When you create a deployment using ArcGIS Enterprise Cloud Builder for Microsoft Azure, a supported version of the Microsoft SQL Server ODBC driver is installed on ArcGIS Server and ArcGIS Pro machines to allow you to connect to Microsoft Azure SQL Database. As Azure upgrades Microsoft Azure SQL Database, you must upgrade the ODBC driver on your virtual machines to continue to connect. In addition, upgrading ArcGIS components may also require you to upgrade the ODBC driver.
