Description

When the Maximum Number of Neighbors parameter is not specified, a default of 30 neighbors is imposed (unless there are less than 30 features in the Input Feature Class parameter value).

Solution

Specify the threshold desired for the Maximum Number of Neighbors parameter value. The value should be smaller than the number of features in the Input Feature Class parameter value.
