Description

You cannot overwrite the web feature layer when change tracking is enabled.

Solution

Disable change tracking if you want to overwrite the web layer. On the web layer's item details page, on the Settings tab, disable the Keep track of changes to the data (add, update, delete features) toggle button. For more information, see Manage hosted feature layer editing.
