Description

One or more Transition features have a VERTICAL_ORDER_FROM value that does not match any of the VERTICAL_ORDER values of the valid Level features.

Solution

Ensure that the Transition features have equal VERTICAL_ORDER_FROM and VERTICAL_ORDER_TO field values. The values should also be equal to the VERTICAL_ORDER field value of one of the valid Level features.
