250116: The target layer for the IPS positioning datasets does not have attachments enabled.

Description

The tool generates the attachment in the IPS positioning datasets layer used for better positioning accuracy. The attachment cannot be generated if the layer does not have attachments enabled.

Solution

Run the Enable Attachments tool for the IPS positioning dataset layer first. Optionally, generate the new ArcGIS IPS Information Model using the Create IPS Data Model tool in ArcGIS Pro 3.5 and later.
