ArcGIS Pipeline Referencing authorization
Available with Location Referencing license.
To use ArcGIS Pipeline Referencing, you must authorize it in ArcGIS Enterprise and ArcGIS Pro.
Pipeline Referencing for ArcGIS Enterprise
The stand-alone Location Referencing installer is no longer required for 10.9 or later releases of ArcGIS Pipeline Referencing. However, you must authorize Pipeline Referencing by entering a Location Referencing Server license key on each machine that hosts LRS data and uses the Linear Referencing REST API. You can obtain the license key through My Esri.
Note:
Depending on the user type and the versioning operation, you may or may not need the Advanced Editing user type extension.

Pipeline Referencing for ArcGIS Pro
The Location Referencing extension license is required to run Pipeline Referencing tools in ArcGIS Pro.
