ArcGIS Roads and Highways authorization
Available with Location Referencing license.
To use ArcGIS Roads and Highways, you must authorize it in ArcGIS Enterprise and ArcGIS Pro.
Roads and Highways for ArcGIS Enterprise
The stand-alone Location Referencing installer is no longer required for 10.9 or later releases of ArcGIS Roads and Highways. However, you must authorize the software by entering a Location Referencing Server license key on each machine that hosts LRS data and uses the Linear Referencing REST API. You can obtain the license key through My Esri.
Note:
Depending on the user type and the versioning operation, you may or may not need the Advanced Editing user type extension.

Roads and Highways for ArcGIS Pro
The Location Referencing extension license is required to run Roads and Highways tools in ArcGIS Pro.
