30012: Layer cannot draw if an edit session is ongoing and the application is unavailable
A change or edit to the data source for this layer has not been saved. Most layers can draw while ArcGIS Pro is processing other tasks, but the named layer cannot, and thus performance is impacted.
Solutions
Do one of the following:
Do nothing. Accept the performance as-is.

ArcGIS Pro is a multithreaded application, meaning it allows multiple operations to run simultaneously. Some layer types are unable to make use of this capability while in an edit session. As a result, drawing performance is negatively impacted when other tasks are being performed. If the application is busy (unavailable), the layer cannot redraw until those tasks are completed.
