Create a GraphicElement based on the input ArcGIS.Core.CIM.CIMGraphic and element properties.

Parameters

elementContainer: The parent element container
cimGraphic: The input graphic
elementName: Element name (optional)
select: Select after create flag (default is true) (optional)
elementInfo: Additional element properties (optional)
