Available with Workflow Manager license.
ArcGIS Workflow Manager Server is scalable and accommodates both small and large deployments. When you begin, you may start small and install all the components on a single machine. As you deploy the production site, or if the site needs to accommodate more users, you can add more Workflow Manager Server machines to the site.
Single-machine deployment
In a single-machine deployment, Workflow Manager Server is installed and federated on a single ArcGIS Server machine.

High-availability deployment
Workflow Manager Server can be configured as a highly available deployment to help ensure that your organization meets system uptime requirements. Workflow Manager Server supports the configuration of a multiple-machine, high-availability site, in which two or more Workflow Manager Server machines can be administered and used as a single logical unit.
A highly available Workflow Manager Server deployment can be configured with any supported highly available ArcGIS Enterprise deployment. ArcGIS Server must be installed but does not need to be licensed as a GIS server on the Workflow Manager Server machines. Once the Workflow Manager machines are set up, they must be configured for high availability in the Workflow Manager configuration file.
Note:
Workflow Manager Server cannot be deployed using a single-machine high-availability configuration.

ArcGIS Enterprise on Kubernetes
There are two ways to configure Workflow Manager with ArcGIS Enterprise on Kubernetes. You can either enable workflow management services or federate a Workflow Manager Server site with ArcGIS Enterprise.
If you have a Workflow Manager Server site federated with ArcGIS Enterprise on Kubernetes, you can transition to using workflow management services by following these steps:
Warning:
If you are transitioning from a federated Workflow Manager Server site to workflow management services in ArcGIS Enterprise on Kubernetes and have encrypted user defined settings, the values will be blank after the transition and will need to be updated in each workflow item.
At ArcGIS Enterprise on Kubernetes 12.1, workflow management services do not support the Create Replica step.
Ensure you have the ArcGIS Workflow Manager Services on Kubernetes license.
Remove the Workflow Manager Server role from your federated server site.
Sign in to the Enterprise portal as an administrator of your organization.
Click the Organization tab.
Click the Settings tab.
Click Servers.
On the Servers page, click Options next to the ArcGIS Server site where Workflow Manager Server is installed, then click Workflow Manager Server next to Server Role.
Turn off the Workflow Manager Server toggle button to disable the server role.
Click Save.
Configure workflow management services.
Note:
If you remove the Workflow Manager Server role from a federated Workflow Manager Server site, the Workflow Management organizational extension will be disabled. After configuring workflow management services, re-enable the Workflow Management organizational extension to allow Workflow Manager to complete workflows on behalf of other users.
